What is the EUDR?

The EU Regulation on Deforestation-Free Products (EUDR), introduced in 2023, is designed to ensure that certain goods sold in the EU have not contributed to deforestation. Companies importing or trading cattle, cocoa, coffee, palm oil, soya, rubber, or wood products must be able to prove their supply chains are deforestation-free before placing them on the market.

Originally set for enforcement in December 2024, the EUDR has since been delayed twice. The second delay, in 2025, came with several simplifications to the regulation and a commitment to a simplification review due by 31 April 2026.

What is changing in 2026

Enforcement is now scheduled for December 2026 for most companies with micro and small enterprises only set to apply from July 2027, unless they deal in wood imports. Despite the timeline, many in the industry still expect further delays or changes.

Those expectations may be hard to justify going forward. In April 2026, the European Commission published its simplification review and declined to reopen the regulation for further amendments. Alongside it, the Commission released a new Guidance Document, an updated FAQ, and a draft delegated regulation proposing changes to the product list under Annex I of the EUDR.
